Scope:  To improve campus resilience, new electrical feeders and switches are being connected/installed on campus. And as part of our current project, a short building outage is required to make the necessary connections.

Services Impacted:  All building power will be unavailable during this outage.  Accordingly, please make sure to take all necessary preparations such as: unplugging computers/printers, making sure refrigerated/frozen items are accommodated for, how to enter building(s) while card readers are offline, etc.

Special Instructions:  Please shut down and unplug all multi-function copier devices as well as any printers during scheduled power outages. 9/09/24 – 9/20/24 Lokey Education Sidewalk Replacement Advisory

UPDATE:
The concrete was poured today and will be drying over the weekend.  It is currently sectioned off to prevent accidental use.
The contractor will be back on Monday to remove the forms, opening it back up to pedestrian and bicycle traffic.  However, the concrete needs to continue to cure until next Friday, Sept. 20th, before vehicle/cart traffic will be able to use it.  Signage will be posted on Monday to this effect.

Services Impacted:

  • During that time, parking on 13th Ave. at Huestis Hall will be offline and pedestrians are encouraged to use the south sidewalk.
  • Egress/entry to Huestis Hall will be routed east and west to avoid the south plaza area where the installation lifts and crane will be staged.
  • On July 10-11, vehicle through access on 13th Ave. will be limited to one lane of traffic between Carson Hall and Erb Memorial Union.
  • Contractor will provide flaggers.

Special Instructions:  Given the limited access on 13th, deliveries and other through way vehicular activities are requested to limit deliveries or temporarily reroute to 18th Ave and University Street.

8/07/24 Campus Wide Annual Electrical Testing Day Advisory

CPFM Utilities and Energy will perform Island Mode testing on Wednesday, August 7, 2024, between the hours of 8:00 am and 3:00 pm. Utilities and Energy staff will switch the entire campus in and out of Island Mode twice per hour (see full schedule below).  The first test will begin at the top of the hour, shifting off of EWEB’s electrical grid and onto our own power generation system (called Island Mode).  At 15-minutes after the hour, we will exit out of Island Mode and return back to EWEB’s power source.  This cycle will be repeated again at 30-minutes after the hour, re-entering Island Mode and 45-minutes after the hour when exiting Island Mode.  If problems occur during any of the planned fourteen (14) island mode tests, power outages up to 10-seconds in duration may occur.

We will also be conducting building level tests on four different locations.  The buildings listed will be without power for 60-90 minutes.  The work to be performed includes breaker testing and repair, electrical system repairs, transfer switch test and repairs, arc flash hazard study data gathering, programmable logic updates, replace inoperative equipment, and re-torque main lugs.

The electrical distribution system redundancy and resiliencies depend upon the properly functioning power generation system and island mode capabilities.

Network Impacts: When any building’s power is off, its wired and wireless networks will also stop working. During the Island Mode power testing:

  • Expect intermittent campuswide network outages.
  • Localized lingering network outages may occur if network devices fail. If so, Information Services staff will post notices on the IT Service Status website. Recovery will begin after CPFM issues its all-clear message and could take a day or longer.

Information Services (IS) offers the following guidance about protecting electronic devices from power surges during the Island Mode power testing.

Before the Testing – Turn Off Sensitive Electronics

  • It is recommended that sensitive electronic devices be shut down and unplugged before the power testing begins. Sensitive devices include research equipment, multifunction copiers, digital display panels, etc. Such devices can be damaged by the power surge when the power is turned back on. Surge protectors, while helpful, don’t guarantee that devices will be preserved. Please check with your IT support for questions or help.

Who needs to take action depends on the type and location of the equipment:

  •  Sensitive electronic devices:
    • Shut down and unplug research equipment, multifunction copiers, digital display panels, and other sensitive electronics.
  • Classrooms scheduled by the Office of the Registrar:
  • Other classrooms and non-classroom areas:
    • Shut down departmental AV equipment, such as conference room systems and AV equipment in departmentally controlled classrooms. Please check with your IT support for questions or help.
    • Preparations may be handled by the User Support Services team in Information Services, by departmental IT staff where applicable, or by other departmental staff, following existing patterns of support.

5/13/24 Parking Lots 10 and 12A Safety Exclusion Zone Closure Advisory

Building(s) or Area(s) Affected: Parking Lot 10, West portion of Parking Lot 12A, Adjacent sidewalks, East entrance to Lawrence Hall, North Entrances to Onyx Bridge and Cascade Annex East and West.

Scope: Clean Harbors, a contractor for Environmental Health and Safety, will be stabilizing a highly reactive material in preparation for disposal. The contractors’ work will occur within a 50-foot radius area in the west portion of Parking Lot 12A. The immediately adjacent area will be controlled as a safety exclusion zone by 7:00 am and is scheduled to be re-opened by 3:00 pm (see scale diagram below). Environmental Health and Safety staff will be on site for the activity, with UOPD staff available on-call. UO staff will control access along the sidewalk between Pacific and Cascade Halls while material is moved to the work site, ~8:00-9:00 am; this includes adjacent building and exterior pathway access points. Emergency egress from adjacent buildings will remain available, as will fire lane access for emergency response vehicles, but entry into the safety exclusion zone by non-emergency vehicles or pedestrians will be prohibited. Temporary vehicle barriers will be positioned across the affected area of Lot 12A and the connecting fire lanes. Temporary pedestrian barriers will be positioned across affected areas adjacent to the safety exclusion zones during the material movement phase.

Services Impacted:

  • Vehicle parking Lot 10 and a portion of Lot 12A will be unavailable, including several ADA spaces. Please contact transportation@uoregon.edu for temporary ADA accommodations.
  • All non-emergency vehicle traffic will be excluded.
  • Traffic signage will be posted on site.
  • Vendor deliveries will be re-directed to the Klamath and Streisinger loading docks.
  • Pedestrian traffic will be directed around the safety exclusion zone. The Stabilization Activity Exclusion Zone will be closed and staffed until Clean Harbors leaves the site. The Transport Activity Exclusion Zone will be closed and staffed ~8:00-9:00 am.
  • North entrance access to Cascade Annex East and West will be escorted.
