When Jay Manning JD ’83, was a high school student, he thought he would become a marine biologist. He went with a friend on a pre-college tour of University of Washington, and they ran into a graduate student working in the marine biology lab. The student’s parting words of wisdom were “if you aren’t one of the two best math students in your high school, you’ll never make it here.”
The advice gave Jay enough pause that he began considering other options. Law school was not an obvious choice for him, especially as a first-generation college student from a blue-collar background. The role of law school as a path to work on environmental issues became clearer while he was a political science student at Eastern Washington University.
After college, Jay chose Oregon Law because the school had an environmental law program, which was uncommon in the 1980s. Jay says that while he ultimately loved his law school experience, the first year was a grueling “boot camp for the brain.” Today, he values his law school education as preparation not just for practicing law, but for many different occupations and roles.
Jay’s career trajectory may explain the source of this view. His career started as an Assistant Attorney General, representing the Washington State Department of Ecology. A stint in private practice followed until he served as the Director of the Department of Ecology, an agency with 1500 staff and a $1 billion budget. Washington Governor Chief Gregoire then tapped him to serve as her Chief of Staff. For the last 8 years, Jay has been a Partner in Cascadia Law Group focusing on environmental and energy issues.
In addition to leading the Department of Ecology, Jay cites work on two projects as highlights. As Assistant Attorney General with state of Washington, he argued before the United States Supreme Court and won in the Clean Water Act case PUD No. 1 of Jefferson County and City of Tacoma v. State of Washington , establishing that states can regulate hydroelectric projects. He also helped negotiate the agreement requiring the cleanup of the Hanford Nuclear Reservation.
At this stage, Jay has not rested on his laurels but has continued to keep his hand in public service by chairing the Puget Sound Partnership Leadership Council. This state agency works on efforts to restore and protect Puget Sound. Jay knows that the challenge is complex, but he is driven by the some of the same issues that led him to Oregon Law—the need to protect wildlife and water quality for future generations.
