History

  • Named after Ralph Lloyd who started the development of the area.
  • Urban Renewal during the 1950s.

Challenges:

  • Industrial waterfront.
  • Separated by existing railroads, highways and major streets.
  • Limited residential land-use. The district averages one person per acre * (Portland Sustainability Institute).
  • Not pedestrian friendly in some areas.

Opportunities:

  • Physical and visual connection to the Willamette River.
  • Visual connection to the downtown area.
  • Accessible by existing public transportation infrastructure.
  • Within the Free Rail Zone where MAX rides are free.
  • One of Portland’s busiest neighborhoods (when there is event going on).
  • Proximity to the Rose Garden, the Memorial Coliseum and the Oregon Convention Center.
  • Proximity to Lloyd Center shopping mall.
  • One of the fastest growing districts in Portland
