Can virtual reality influence public policy decisions?

This article poses another use for video games/virtual reality outside of a gaming context. Additionally, they reference a documentary called Cut-Off that came out recently. SF suburb to build massive aquatic complex in drought conditions

On the surface, this appears to be a really cut-and-dry issue; don’t build water parks during a drought. However, the situation is a lot more nuanced than that.
