Due to Uruguay being a small country, and relatively non industrialized, they are not a major contributor to greenhouse gas emissions. However, due to the economies dependence on natural resources, and Uruguay being a coastal country, they are at highly vulnerable to the adverse effects of climate change. They have worked on several policy changes with the Convention United Nations Framework on Climate Change (UNFCCC), such as the GCF. The GCF project works with the ministry of housing, territorial planning and environment to create cities and urban areas that are less vulnerable to climate change. They work reconstructing urban areas into more fortified, resilient structures that are more adaptive to capacity. They’ve also set up the National System for Response to Climate Change and Variability (SNRCC).  And they adopted the PNCC, which is their national climate change response that advances integration of climate change at the local and nationwide levels. Clearly Uruguay is taking many preventative measures, due to the level of risk their country faces in the times of the international crisis, Global Warming.
