Oregon Tribal Speakers

Bob Garcia has served the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians in a variety of capacities since joining the Tribal Council in 2001. Currently he is Chairman of the Tribal Council, following the footsteps of his maternal grandfather, a Miluk Coos Indian elder who served as Tribal Chairman nearly 60 years ago. Garcia has also been the Assistant General Manager of Three Rivers Casino & Hotel in Florence since 2007. Previously Garcia served as Economic Development Director for the Tribes. Garcia is Treasurer of the Tribal Gaming Alliance, a member of the Executive Committee of the National Indian Gaming association for Oregon, Washington, Idaho and Montana, and Vice-Chairman of the Oregon State Legislative Commission on Indian Services.  He attended Reed College and Portland State University.

Don Gentry is currently Chairman of the Klamath Tribes, and previously served as Vice-Chairman from May 2010 to May 2013. Prior to his election the Tribal Council, Don worked for the Klamath Tribes Natural Resource Department for 25 years, eventually becoming the Klamath Tribes Natural Resources Specialist. As Natural Resource Specialist, he served on Forest Service Interdisciplinary Teams, and also coordinated development and implementation of stream restoration projects with Tribal and non – Tribal landowners.  In his early career, Don worked for the U.S. Forest Service on the Fremont/Winema National Forest, and for Pelican Bay Contractors performing various forest management activities in the Southern Oregon region. From 1975 through 1980, Don and his wife, Mary, owned and operated Truth Music, a retail musical instrument store located in Klamath Falls.

Cheryle Kennedy is a member of the Tribal Council of the Confederated Tribe of Grand Ronde.  She has been a member of the Tribal Council for twelve years.  For ten of those years, she was Tribal Chairwoman.  She has been active in many other capacities as well, including as a member of the Oregon Commission on Indian Services, the Department of Health & Human Services Secretary Tribal Advisory Committee, West Valley Hospital Foundation Board, and the Oregon Business Association Board of Directors.  Prior to joining the Tribal Council, she had a 30-year career as a health administrator, including serving as Tribal Health Director for nearly 15 years and as Executive Director of the Northwest Portland Area Indian Health Board.

Robert Kentta is Director of Siletz Cultural Resources and an elected member of the Tribal Council of the Confederated Tribes of the Siletz Indians.  As Director of Siletz Cultural Resources, he is active in supporting Native heritage and cultural events, as well as cultural and sacred site protection, archaeological research, archival research, and historical and cultural education. He is a traditional artist who specializes in regalia and baskets. He attended the Institute of American Indians Arts in Santa Fe, New Mexico, and in 2005 he was one of three Siletz tribal artists who traveled to New Zealand to meet with Maori artists and tribal leaders as part of a cultural exchange program.

Justin Quaempts was sworn in as a member of the Board of Trustees of the Confederated Tribes of the Umatilla Indian Reservation in 2013, following in the footsteps of his father and grandfather, who were also board members.  He holds a bachelor’s degree in broadcast journalism from Oklahoma State University, where he was a pitcher on the baseball team.  He was selected by the Texas Rangers in the 2000 Major League Baseball draft before injuries disrupted his sports career.  He has served the Confederated Tribes in many capacities, including as Recreation/Youth Services Manager and Yellowhawk Circles of Care Youth Outreach Coordinator.  He has strong interests in tribal health, especially children and elders.

Michael Rondeau is the Chief Executive Officer/Tribal Administrator for the Cow Creek Band of Umpqua Tribe of Indians.  He is a Cow Creek tribal member and has worked for the tribe for 28 years, in positions including Education Director, Housing Director, Tribal Planner of Economic Development, Contract Specialist, and Government Operations Officer.  He has been Chairman of the Tribal Gaming Commission, Vice-Chairman of the UIDC Board, and is a current member of the Tribal Election Committee.  Michael is currently on the Umpqua Economic Development Partnership and Phoenix School Boards, and a member of the tribal/state Compact Negotiating Team. He has been a guest speaker at local schools, Community Colleges and conferences on Tribal affairs and has been dedicated throughout the years to preserving Tribal sovereignty, history and culture of the Tribe.
