“Social phenomena can change more quickly from a planning perspective than natural elements
of atmosphere alone”

This was quite eye-opening for me as I’ve never really compared these two conditions to one another. We’ve come to a point in society where we can relatively predict the weather for example, but what moves faster and has the capability to change rapidly with intervention are human behavior-producing conditions like sound pollution and automobile traffic.
