Preliminary License Application

— 1. Oregon Preliminary Licensure Application Requirements — (updated 5/20/21)

Teacher Candidates need to have successfully completed their modified student teaching practicum, uploaded required ORELA endorsement assessments to TK20, and have a scored edtpa.

Your next step is to submit the COE TSPC Program Completion Recommendation Request  form and upload pdf evidence of their edtpa TK20 submission. It is critical that this form be completed as soon as you have your final modified edTPA score in TK20.

The COE form must be completed by September 1, 2020 at the latest to be eligible for the waiver of the formal Pearson scored edTPA.

The Oregon Preliminary Licensure is good for three years (from initial date) and transferable to other states.

— 3. TSPC E-Licensure Application — 

  1. Open your TSPC E-Licensure Application account
    https://apps.oregon.gov/TSPC/eLicense
  2. Update your Personal Info & email on TSPC Dashboard
  3. In “New Application” list “University of Oregon” and “Teacher” application, click Completed an Oregon approved Educator Program
  4. Complete Licensure History: Select “Clinical Practices” and type “Fingerprinting,” “Oregon” and provide TSPC fingerprint clearance date from: ____  & to ____ (3 years from date)*
  5. Update Education: add Curriculum and Teaching UOTeach as “Post-Bacc”  This helps expedite your licensure process.
  6. Submit online payment $182 + $10 processing ($192)

* Your TSPC Finger print date maybe in e-licensure, on your COE practicing professional badge, or on Public Search (https://apps.oregon.gov/TSPC/eLicense/Search/PublicSearch). If you have trouble with the application process, please email: online.tspc@oregon.gov for help.

— 4. Submit required “Post-Bacc transcript to TSPC —

  • Your final degree transcript will not be available until mid-July. Rather than delay TSPC from processing your licensure application, we suggest you request a “hold until final grade” post-bacc transcript be sent to TSPC. Request this transcript via DuckWeb
  • Go to DuckWeb to request the UO Registrar send your undergrad and current UOTeach transcript” to TSPC (tspc.transcripts@oregon.gov). Typically 
  • To Add your Master’s to your License: At the same time, we suggest you also request a “hold for degree” transcript be sent to TSPC. This will not be processed until later in July but will then help reflect your Master’s on your license.
  • Go to DuckWeb to request the UO Registrar send your “Final MEd Degree Transcript” to TSPC (tspc.transcripts@oregon.gov

— 5. Out-of-State Licensure —

Every state licenses teachers for that state. You will need to google the state you are interested in and look for how to apply for an out of state license. Some states will ask you to get a form from the UO COE in that process. If that is a requirement you will contact the DEAN’s Office for that purpose.

— 6. Post Licensure —
Adding Endorsements Post Licensure

The Dean’s Office (Licensure Analyst) supports ongoing licensure questions and any Ed Prep Program information necessary for TSPC once you have your initial Oregon License.

In most cases, you may apply for and accept a teaching assignment in another state with an Oregon License.  You should begin the application process within that state immediately and inform the employer of your status.

You may schedule an appointment with Richelle Krotts for assistance with this application process beginning next week.  Please attempt to complete the application on your own prior to scheduling an appointment.

— 7. Hiring —

To help you search for jobs we have a list of links to Oregon district employment pages and job fairs. As you interview its important to know that regardless of the position you take, (temporary or not), you will be probationary (typically for 1-3 years).

— 8. Degree Transcript to HIRING DISTRICTS

  • Your district HR department will also likely request an official degree transcript. Providing them with the degree transcript will lock you into License + MEd degree pay scale.
